This truth has a few interesting aspects:

It's hidden, never mentioned by pitbull owners in legislative debates.
It's the "quiet part said out loud" by pitbull activists, rescuers, and owners.
There seems to be a split in the pitbull activist community: one hand, those who've never heard of this tool or don't care about it, vs. those who insist that all responsible pitbull owners should carry one.
The fact that it's acknowledged as necessary by pitbull experts goes against their own interests: it's strong evidence that there definitely is something uniquely dangerous about the breed.
